{A} Special Conditions

Continuous stack monitoring facilities to monitor gaseous emission from all the stacks shall be provided. Particulate emission shall be controlled within 50 mg/Nm3 by installing adequate air pollution control system. Viz. bag filter and stack of adequate height etc. Data of ambient air, fugitive and stack emission shall be submitted to the Ministry’s Regional office, GPCB, and CPCB regularly 03 numbers of online emission monitors are ordered. Our all APC equipment are designed for 40 mg/Nm3 and cement mill stack height is around 40 m. Monitoring data will be communicate to all relevant agencies on regular basis after plant commissioning

The NAAQ Standards issued by Ministry vide GSR No 826 (E) dated 16.11.2009 shall be followed. Noted Please

Gaseous emission levels including secondary fugitive emission from all the sources shall be controlled within the latest permissible limits and regularly monitored. Guideline code of practice issued by CPCB shall be followed. Noted Please

The company shall install adequate dust collection and extraction system to control fugitive dust emission at various transfer points, raw mill handling (unloading, conveying, transporting and stacking) vehicular movement, bagging and packing area. All the raw material stock piles shall be covered. A closed clinker stockpile should be provided. All conveyors should be covered by GI sheets. Pneumatic system shall be used for fly ash. 53 No. of auxiliary bag filters have been installed at all transfer points. Clinker will be stored in closed silo. All the conveyor belts are covered by GI sheets. Dust suppression system has been provided at coal handling system. Pneumatic system is being provided for fly ash handling. Roads will be sweep by mechanized road sweeping machines.

Asphaltic / concreting of roads and water spray all around the stack yard and loading unloading areas in the cement plant shall be carried out to control fugitive emission. Regular water sprinklings shall be carried out in critical areas prone to air and having high level of RSPM such as haul road, loading unloading points, transfer points and other vulnerable areas. It shall be ensured that the ambient air quality parameters confirm to the norms prescribed by the CPCB in this regards. The entire plant road will be asphaltic and regularly cleaned by road sweeping machine. Transfer points and loading unloading area will be covered by bag filters and dust suppression arrangement wherever is required. Ambient air quality will be maintained as per the CPCB norms.

Efforts shall be made to reduce impact of the transport of raw material and end product on the surrounding environment including agriculture land. All the raw material including fly ash should be transported in close containers only and shall not be overloaded. Vehicular emission to be monitor regularly. Noted Please

Total water requirement for cement plant shall not exceed 200 m3/day. All the treated waste water shall be recycled in the process and/or for dust suppression and green belt and other plant related activities etc. No process wastewater shall be discharged outside the factory premises and Zero discharge shall be adopted. Waste water will be properly treated and treated water will be used for plantation, dust suppression and toilet flushing etc. Cement manufacturing is dry process there will not be effluent generated. There will be no discharge outside.

Effort shall be made to make use of rain water harvested. If needed capacity of the reservoir shall be enhanced to meet the maximum water requirement. Only balance water requirement shall be met from other sources. A complete scheme for rain water harvesting is under implementation. All the surface runoff will be collected in manmade pits having capacity of 15000 m3.

Green belt shall be developed in at least 33% area in and around the cement plant as per the CPCB guideline to mitigate the effects of air pollution in consultation with DFO. Noted Please

At least 5% of the total project cost shall be earmarked towards the CSR and item wise details along with time bound action plan should be prepared and submit to the Ministry’s RO. Implementation of such program shall be ensured accordingly in a time bound manner. Noted Please

The company shall provide housing for construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilet, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structure to be removed after completion of the project. ABG constructed a temporary cemented town ship for contractor labor with all the basic amenities including safe drinking water, mess, medical facilities etc.
General Conditions

The project authority must strictly adhere to the stipulations made by the GPCB and State Govt. Noted Please

No further expansion or modifications in the plant shall be carried out without prior approval of the MoEF Noted Please

The gaseous emission from various process units shall confirm to the load / mass based standards notified by MoEF on 19th May 1993 and standards prescribed from time to time. The SPCB may specify more stringent standards for the relevant parameters keeping in view the nature of the industry and its size and location. Noted Please

At least 4 AAQMS should be established in the downward direction as well as where maximum ground level concentration of PM 10, SO2 and NOx are anticipated in consultation with the SPCB. Data on AAQ and Stack emission shall be regularly submitted to RO MoEF, CPCB and SPCB once in six month. We have identified 4 numbers of AAQMS with consultation of SPCB. Monitoring results will be communicated to the authority after commissioning the plant.

Industrial waste water shall be properly collected, treated so as to confirm to the standards prescribed under GSR 422 (E) dated 19th May 1993 and 31st Dec. 1993 or as amended from time to time. The treated waste water shall be utilized for plantation purpose. Cement process is the dry process; there will not be any effluent. Portable STPs being installed for the treatment of domestic waste water and treated water will be utilized for plantation and dust suppression.

The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise level shall confirm to the standards prescribed under EPA Rules, 1989 viz 75 dBA (day) and 70 dBA (night) All the precautions are to be considered.

The company shall develop surface water harvesting structure to harvest the rain water for utilization in the lean season besides recharging the ground water table. A full-fledged scheme for water harvesting is under implementation.

The project proponent shall also comply with all the environmental protection measures and safeguards recommended in EIA/EMP report. Further the company must undertake socio economic developmental activities in the surrounding village like community development programmes, educational programmes, drinking water supply and health care etc. Noted Please

The requisite fund shall be earmarked towards capital cost and recurring cost / annum for environmental pollution control measures to implement the conditions stipulated by the MoEF as well as the State Govt. An implementation schedule for implementing all the conditions stipulated herein shall be submitted to the RO MoEF. The fund so provided shall not be diverted for any other purposes. Noted please

Copy of clearance letter shall be sent to concerned gram panchayat, municipal corporations, urban local body and the local NGO, if any, from whom suggestions/representations, if any were received while processing the proposal. Sulphur and ash contents in the coal to be used in the project shall not exceed 2% and 34% respectively at any given time. In case of variations of coal quality, afresh reference shall be made to MoEF for suitable amendments to environmental clearance condition wherever necessary. Accepted

A stack of adequate height as per the CPCB guidelines shall be provided with continuous online on line equipment for SOx & NOx and PM. Exit velocity of flue gas shall not be less than 25 m/sec. Mercury emissions from stack may also monitored periodic basis. Stack height is 99 mts. As per CPCB guideline. On line SOx / NOx & PMs are ordered.Accepted.

High efficiency ESPs shall be installed to ensure that PM does not exceed 50 mg/Nm3 Accepted

Adequate dust extraction system such as BF and water spray system in dusty areas such as in coal handling and ash handling points, transfer areas and other vulnerable dusty areas shall be provided. All the transfer points are equipped with BFs and coal handling systems will be controlled with dust suppression system. Fly ash will be transported pneumatically.

COC of 5.0 shall be adopted. The treated effluent conforming to the prescribed standards only shall be re-circulated and reused within the plant. Additional soil for leveling of the proposed site shall be generated within the site (to the extent possible) so that natural drainage system of the area is protected and improved. Accepted

Utilization of 100% fly ash generated shall be made for the cement grinding unit. Status of implementation shall be reported to the regional office of the ministry from time to time. A closed pneumatic system is to be installed for fly ash handling finally utilized for PPC manufacturing.

Fly ash shall be collected in dry form and storage facilities (silo) shall be provided. Unutilized fly ash shall be disposed off in the ash pond in the form of slurry. Mercury and other heavy metals (As, Hg, Cr, Pb etc.) will be monitored in the bottom ash as also in the effluent emanating from the existing ash pond. No ash shall be disposed off in the low lying area Pneumatically collected in dry form in closed silo, and fully consumed in cement manufacturing.

Ash pond shall be lined with HDP / LDP lining or any other suitable impermeable media such that no leachete take place at any point of time. Adequate safety measures shall also be implemented to protect the ash dyke from getting breached. Not applicable

For disposal of Bottom Ash in abandoned mines (if proposed to be undertaken) it shall be ensured that the bottom and sides of the mined out areas are adequately lined with clay before bottom ash is filled up. The project proponent shall inform to GPCB well in advance before undertaking the activities Bottom ash will be consumed in cement manufacturing or disposed off in a scientific manner as per the GPCB guideline.

Green belt consisting of 3 tiers of plantations of native species around plant and at least 100 m width shall be raised. Wherever 100 m width is not feasible a 50 m width shall be raised and adequate justification shall be submitted to the Ministry. Tree density shall not less than 2500 per ha with survival rate not less than 75%. Accepted

Proponent shall also adequately contribute in the development of neighboring villages. Special package with implementation schedule for providing Fluoride free potable water supply in the nearby villages and schools shall be undertaken in a time bound manner. Noted please

Company shall conduct need based assessment for the nearby villages to study economic measures with action plan which can help in upliftment of poor section of society while identify CSR program. Noted Please.

General Conditions

A STP shall be provided and the treated sewage shall be used for raising greenbelt / plantation. There is no residential colony at site all the domestic sewage generated from office buildings will be treated in STP/ Septic tank followed by sock pits.

Rain water harvesting should be adopted. CGWB shall be consulted for finalization of scheme within 03 months from the date of clearance and appropriate scheme shall be furnished. A complete scheme for rain water harvesting is under implementation. All the surface runoff will be collected in manmade pit having capacity of 15000 m3.

Adequate safety measures shall be provided in the plant area to check / minimize spontaneous fires in the coal yard, especially during summer season. Copy of these measures with full details along with location in plant layout shall be submitted to the Ministry as well as to the RO of the Ministry. Accepted

Storage facilities for auxiliary liquid fuel such as LDO/HFO/LSHS shall be made in plant area in consultation with department of explosive Nagpur, Sulphur contain in the fuel will not exceed 0.5%. Regular monitoring of the GW shall be carried out by establishing a network of existing wells and constructing new piezometers. The data so obtain should be compared with the baseline data so as to ensure that the ground water quality is not adversely affected. Noted Please

Further, monitoring points shall be located between the plant and drainage in the direction of flow of ground water and records maintained. First aid and sanitation arrangement shall be made for the drivers and other contract workers during the construction phase. ABG has provided free medical and sanitation facilities to all workers

Noise levels emanating from turbine shall be so controlled such that the noise in the work zone shall be limit to 75 dBA. For people working in the high noise area requisite PPEs like earplugs, ear muffs etc. shall be provided. Workers engaged in noisy areas such as turbine, air compressor areas etc. shall be periodically examined to maintain audiometric record and for treatment for any hearing loss including shifting of non noise / less noisy area. Accepted

Regular monitoring of ground level concentration of SO2, NOx, PM 2.5 & PM 10 and Hg shall be carried out in the impact zone and record maintained. If at any stage these levels are found to exceed the prescribed limits, necessary control measures shall be provided immediately. The locations of the monitoring stations and frequency of the monitoring shall be decided with the consultation of SPCB. Periodic report shall be submitted to the RO MoEF.
