{A} Special Conditions

i

Continuous stack monitoring facilities to monitor gaseous emission from all the stacks shall be provided. Particulate emission shall be controlled within 50 mg/Nm3 by installing adequate air pollution control system. Viz. bag filter and stack of adequate height etc. Data of ambient air, fugitive and stack emission shall be submitted to the Ministry’s Regional office, GPCB, and CPCB regularly 07 numbers of online emission monitors and one set of online SO2 / NOx analyzers are ordered. Our all APC equipment are designed for 40 mg/Nm3 and main stack height is around 100 m. Monitoring data will be communicate to all relevant agencies on regular basis after commissioning of plant

The NAAQ Standards issued by Ministry vide GSR No 826 (E) dated 16.11.2009 shall be followed. Accepted.

Gaseous emission levels including secondary fugitive emission from all the sources shall be controlled within the latest permissible limits and regularly monitored. Guideline code of practice issued by CPCB shall be followed. Accepted

Iv

The company shall install adequate dust collection and extraction system to control fugitive dust emission at various transfer points, raw mill handling (unloading, conveying, transporting and stacking) vehicular movement, bagging and packing area. All the raw material shall be covered. A closed clinker stockpile should be provided All conveyors should be covered by GI sheets. Pneumatic system shall be used for fly ash. 53 No. of auxiliary bag filters have been installed at all transfer points. Clinker will be stored in closed silo. All the conveyor belts are covered by GI sheets. Dust suppression system has been provided at Limestone and coal handling system. Pneumatic system is being provided for fly ash handling. Roads will be sweep by mechanized road sweeping machines.

All the bag filter dust, raw material, coal, clinker and cement dust from pollution control devices shall be recycled and reuse in the process and used for cement process. All the collected dust from APCE’s will be recycled in the process for manufacturing of cement.

An effort shall be made to use high calorific hazardous wastes in the cement kiln and necessary provision shall be made. Accepted

An effort shall be made to use low grade lime, more fly ash and sold waste in the cement manufacturing. We will utilized all required waste up to maintain the superior grade and quality

All the fly ash shall be utilized as per fly ash notification 1999 subsequently amendment in 2003 and 2010. Efforts shall be made to use fly ash maximum in making Pozolona Portland Cement (PPC) Accepted

Asphaltic / concreting of roads and water spray all around the stack yard and loading unloading areas in the cement plant shall be carried out to control fugitive emission. Regular water sprinklings shall be carried out in critical areas prone to air and having high level of RSPM such as haul road, loading unloading points, transfer points and other vulnerable areas. It shall be ensured that the ambient air quality parameters confirm to the norms prescribed by the CPCB in this regards. The entire plant road will be asphaltic / concreted and regularly cleaned by mechanized road sweeping machine. The fugitive dust will be control on mines haul roads by regular water sprinklers by tankers. Transfer points and loading unloading area will be covered by bag filters and dust suppression arrangement wherever is required. Ambient air quality will be maintained as per the CPCB norms.

Efforts shall be made to reduce impact of the transport of raw material and end product on the surrounding environment including agriculture land. All the raw material including fly ash should be transported in close containers only and shall not be overloaded. Vehicular emission to be monitor regularly. Accepted.

Total water requirement for cement plant shall not be exceed 3030 m3/day. All the treated waste water shall be recycled in the process and/or for dust suppression and green belt and other plant related activities etc. No process wastewater shall be discharged outside the factory premises and Zero discharge shall be adopted. One STP out of two numbers is under operation and reusing treated water for plantation and other applications, another STP is under construction. Effort shall be made for rain water harvesting. If needed capacity of the reservoir shall be enhanced to meet the maximum water requirement. Only balance water requirement shall be met from other sources. A complete scheme for rain water harvesting is under implementation. All the surface runoff will be collected in 2 – 3 manmade pits having capacity of 15000 m2 each. Apart from these a dam has been constructed on the nearby nallah for water conservation. Green belt shall be developed in at least 33% area in and around the cement plant as per the CPCB guideline to mitigate the effects of air pollution in consultation with DFO. Plantation job is already started as per the guideline of MoEF. Around 20000 trees have been planted so far. (Photos enclosed)

At least 5% of the total project cost shall be earmarked towards the CSR and item wise details along with time bound action plan should be prepared and submit to the Ministry’s RO. Implementation of such program shall be ensured accordingly in a time bound manner. ABG has started CSR activities. A dam has been constructed, medical camps were organized at nearby villages, school kits were distributed to the school going village students.

The company shall provide housing for construction labor within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilet, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structure to be removed after completion of the project. ABG constructed a temporary cemented town ship for contractor labor with all the basic amenities including safe drinking water, mess, medical facilities etc.
General Conditions

I

The project authority must strictly adhere to the stipulations made by the GPCB and State Govt. Accepted.

No further expansion or modifications in the plant shall be carried out without prior approval of the MoEF Accepted.

The gaseous emission from various process units shall confirm to the load / mass based standards notified by MoEF on 19th May 1993 and standards prescribed from time to time. The SPCB may specify more stringent standards for the relevant parameters keeping in view the nature of the industry and its size and location. Accepted

At least 4 AAQMS should be established in the downward direction as well as where maximum ground level concentration of PM 10, SO2 and NOx are anticipated in consultation with the SPCB. Data on AAQ and Stack emission shall be regularly submitted to RO MoEF, CPCB and SPCB once in six month. We have identified 4 numbers of AAQMS with consultation of SPCB. Monitoring results will be communicated to the authority after commissioning the plant.

Industrial waste water shall be properly collected, treated so as to confirm to the standards prescribed under GSR 422 (E) dated 19th May 1993 and 31st Dec. 1993 or as amended from time to time. The treated waste water shall be utilized for plantation purpose. Cement process is the dry process; there will not be any effluent. STP is being installed for the treatment of domestic waste water and treated water will be utilized for plantation and dust suppression.

The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise level shall confirm to the standards prescribed under EPA Rules, 1989 viz 75 dBA (day) and 70 dBA (night) All the precautions are to be considered.

Occupational health surveillance of the worker should be done on regular basis and records maintained as per Factory Act Accepted.

The company shall develop surface water harvesting structure to harvest the rain water for utilization in the lean season besides recharging the ground water table. A full-fledged scheme for water harvesting is under implementation.

The project proponent shall also comply with all the environmental protection measures and safeguards recommended in EIA/EMP. Further the company must undertake socio economic developmental activities in the surrounding village community development program, educational programs, drinking water supply and health care etc. ABG has already started the CSR activities in nearby area like distribution of school kits, construction of a dam on nallah etc. A scheme is finalized for community development program with lot of other activities.

The requisite fund shall be earmarked towards capital cost and recurring cost / annum for environmental pollution control measures to implement the conditions stipulated by the MoEF as well as the State Govt. An implementation schedule for implementing all the conditions stipulated herein shall be submitted to the RO MoEF. The fund so provided shall not be diverted for any other purposes. Accepted.

Project proponent shall upload the status of compliance of the stipulated environmental clearance conditions, including results of monitoring data on their web site and shall upload the same periodically. It shall simultaneously be sent to the RO MoEF, CPCB, and SPCB. The critical pollutant level namely; PM10, SO2,NOx (ambient & stack) or critical sartorial parameters indicated for the projects shall be monitored and displayed at a convenient location near the main gate of the company for public domain Data is uploaded on the Web site as per the conditions.     Monitoring Data will be displayed on main gate after commissioning of the plant.

The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environment conditions including results of monitoring data (both in hard copies and by e-mail) to RO MoEF, CPCB and SPCB. These authorities shall monitor the stipulated conditions. Accepted

The environmental statement for each financial year ending 31st March in form V as is mandated to submitted by the project proponent to the concerned SPCB as prescribed under the Environmental (Protection) Rule 1986 as amended subsequently shall also be put on the web site of the company along with the status of compliance of environmental conditions and shall also be sent to the respective RO MoEF by e-mail Accepted

Sulphur and ash contents in the coal to be used in the project shall not exceed 2% and 34% respectively at any given time. In case of variations of coal quality, afresh reference shall be made to MoEF for suitable amendments to environmental clearance condition wherever necessary. Accepted

A stack of adequate height as per the CPCB guidelines shall be provided with continuous online on line equipment for SO2 & NOx and PM. Exit velocity of flue gas shall not be less than 25 m/sec. Mercury emissions from stack may also monitored periodic basis. Stack height is 99 mts. As per CPCB guideline; On-line SO2 / NOx & PMs are ordered and received will be installed at the time of commissioning. Accepted.

High efficiency ESPs shall be installed to ensure that PM does not exceed 50 mg/Nm3 Accepted

Adequate dust extraction system such as BF and water spray system in dusty areas such as in coal handling and ash handling ponds, transfer areas and other vulnerable dusty areas shall be provided. Utilization of 100% fly ash generated shall be made for the cement plant. Status of implementation shall be reported to the regional office of the ministry from time to time. A closed pneumatic system is to be installed for fly ash handling and will be consumed in cement manufacturing.

Fly ash shall be collected in dry form and storage facilities (silo) shall be provided. Unutilized fly ash shall be disposed off in the ash pond in the form of slurry. Mercury and other heavy metals (As, Hg, Cr, Pb etc.) will be monitored in the bottom ash as also in the effluent emanating from the existing ash pond. No ash shall be disposed off in the low lying area Pneumatically collected in dry form in closed silo, and 100% consumed in cement manufacturing.

Ash pond shall be lined with HDP / LDP lining or any other suitable impermeable media such that no leachete take place at any point of time. Adequate safety measures shall also be implemented to protect the ash dyke from getting breached. Not applicable

The bottom ash shall be disposed in abandoned mines it shall be ensured that the bottom and sides of the mined out areas are adequately lined with clay before bottom ash is filled up. The proponent shall inform to GPCB in advance before undertaking the activities Accepted.

Green belt consisting of 3 tiers of plantations of native species around plant and at least 100 m width shall be raised. Wherever 100 m width is not feasible a 50 m width shall be raised and adequate justification shall be submitted to the Ministry. Tree density shall not less than 2500 per ha with survival rate not less than 75%. Accepted, Plantation job is already started as per the guideline of MoEF. Around 20000 trees have been planted so far.

Proponent shall also adequately contribute in the development of neighboring villages. Special package with implementation schedule for providing free potable water and school to the villagers. Accepted

Company shall conduct need based assessment for the nearby villages to study economic measures with action plan which can help in upliftment of poor section of society while identify CSR program. ABG has already started the CSR activities in nearby area like distribution of school kits, construction of a dam on nallah etc. A scheme is finalized for community development program with lot of other activities.

Rain water harvesting should be adopted. CGWB shall be consulted for finalization of scheme within 03 months from the date of clearance and appropriate scheme shall be furnished. A complete scheme for rain water harvesting is under implementation. All the surface runoff will be collected in 2 – 3 manmade pits having capacity of 15000 m2 each.

Adequate safety measures shall be provided in the plant area to check / minimize spontaneous fires in the coal. Copy of these measure with full details along with location in plant layout shall be submitted Pocket piling and adequate fire hydrant system is being installed to avoid and control spontaneous firing on coal.

Storage facilities for auxiliary liquid fuel such as LDO/HFO/LSHS shall be made in plant area in consultation with department of explosive Nagpur, Sulphur contain in the fuel will not exceed 0.5%. Disaster Management Plan shall be prepared to meet any eventuality in case of accident due to storage of oil Accepted

Regular monitoring of the GW shall be carried out by establishing a network of existing wells and constructing new piezometers. The data so obtain should be compared with the baseline data so as to ensure that the ground water quality is not adversely affected. ABG will not utilized GW for any process purposes.

For people working in the high noise area requisite PPEs like earplugs, ear muffs etc. shall be provided. Workers engaged in noisy areas such as turbine, air compressor areas etc. shall be periodically examined to maintain audiometric record and for treatment for any hearing loss including shifting of non noise / less noisy area. Regular monitoring of ground level concentration of SO2, NOx, PM 2.5 & PM 10 and Hg shall be carried out in the impact zone and record maintained. If at any stage these levels are found to exceed the prescribed limits, necessary control measures shall be provided immediately. The locations of the monitoring stations and frequency of the monitoring shall be decided with the consultation of SPCB. Periodic report shall be submitted to the RO MoEF. The data should also be put on the web site of the company. Accepted
